June 26,
2011. The European Commission (EC) proposed a new Energy
Efficiency Directive with broad implications for public sector savings and energy
sufficiency promotions including potential financial savings by adhering
to strategies.
November
11, 2010. The
European Commission (EC) launched a new Energy Strategy for 2011-2020,
setting
the framework for EU energy policies for the coming decade. The text
must be discussed and approved by the European Council and by the European
Parliament.

Initiative from the EU Parliament
The Parliament's Energy Committee (ITRE) has made
an ‘own
initiative’ report on energy-saving, to push the EU system to take
new actions in this field. The report was adopted in December 2010. While
such a report has no legal status, it can be an important instrument to
push
for
new
action
on the
EU level.
Before renewable heating was included in the EU renewable-energy directive,
the Parliament pushed it with an ‘own initiative’ on renewable
